Well, this should only happen when/if you have Open Registration enabled. s2Member will make an attempt to validate the paid registration; if that fails ( i.e. the Customer has already registered ), but Open Registration is enabled, s2Member will allow the Customer to register again, but this time with a Free Subscriber status.
@TODO: I definitely see your point though. This seems counter-intuitive to me. I'll see what we can do to improve upon this in the next release.
