I've seen this happen. s2Member's configuration panels are initialized via JavaScript routines. If you have another theme or plugin activated that creates even a minor JavaScript error within your admin panel, it can have a negative effect on s2Member's ability to initialize it's config panels.
Possible solutions:
- De-activate your other plugins one at a time until you find the culprit.
( thereby getting rid of the plugin causing a JavaScript error within your admin panel )
- Open your Dashboard in Firefox and when you reach the s2Member configuration panel, open Tools -> Error Console -> Errors in Firefox to investigate.
