WP-Admin Redirect Not Working

I found another thread on this but when I replied it didn't post for some reason... maybe closed?

I have my login welcome page created and working properly... including the standalone user cp via iframe... but when I'm logged in as a level 0 user and I click "wp admin" I'm not redirected to this page, I'm still taken to the default wp admin page.

I've checked all my settings multiple times and can't figure out why this is happening. Any Ideas?
