Or go to his profile and tick the box to reset his IP restriction. WP Admin -> Users -> Edit user -> Reset IP Restrictions

Now that user cannot access the account from the loging screen. They consistently get:

503: Service Temporarily Unavailable
Too many IP addresses accessing one secure area!
Please contact Support if you require assistance.

Do I need to fill in some s2 field with some value to avoid this?
