That message is for free registrations. WP Admin -> s2Member -> General Options -> Open Registration

When a user pays and returns from PayPal, s2Member sets some cookies that s2Member will look for to let him register.

So when I'm logged in as administrator, I can visit the registration sign up fields. However, after I log out it says:

User registration is currently not allowed.

So, when users make a pp payment, then get redirected back to the site, will they see the signup form or that message?
