You can also use conditionals. WP Admin -> s2Member -> API / Scripting -> Simple/Shortcode Conditionals

For the upgrade button for members that want to go from level 0 to level 1, is it possible to just display the upgrade button for the basic members? I don't want to put the upgrade button the Sign up page because than everyone will see it.

Can I make it so that only level 0 members will see the upgrade button?
