Stupidly I was using a PP shortcode from one of the sites on my wp multisite on another site in my wp multsite. The first multisite had the PayPal options filled out whereas the second did not. So obviously the shortcode was trying to pull up data that simply did not exist.

Dumb mistake.

If I do not use the shortcode and I use the "Resulting PayPal® Button Code" that s2member provides i get this error:

The seller accepts encrypted website payments only. You cannot pay the seller through un-encrypted buttons. Please contact your seller for more details.

This makes no sense as I have complete all the required steps in s2member and allowed encryption. It seems s2member is NOT encrypting my buttons.

If I turn encryption off in PayPal the "Resulting PayPal® Button Code" work BUT the shortcode still produces the same error.

What is going on?
