I just tagged all the non-free content with 'paid' and put 'paid' in the Level #1 tag access restriction and that did it

When I enter cat, posts or page IDs for Level #0, the access restrictions work. It's only tags that doesn't seem to work.
Any thoughts on where I could be going wrong?
