I activate Network S2 Member free pluggin.

I've after patch and config Multisite Registration like this :
- Blog Farm
- Your Main Site Allow Open Registration > Yes, free subscribers, with free blog
- How many a free subscriber can create > 1

And .... I don't know what I do wrong, my test user can create a log of blogs, not just 1. The same for this other level.

What I've do wrong, what I've not undestand ?

I don't want my user can create a membership, I would like my website is a membership site where users can create blogs, with a maximum for each level, S2 Member WPMU evolution do that, no ?
