2 accounts tied to one payment

I'm wanting to offer two users Level_1 paid subscription accounts with only one payment.

I think I can do this by having one user signup and pay the subscription then include a Free Registration link in their email which can be forwarded to the second person they select.

However if User #1 decides not to renew their subscription is there a way to downgrade User #2's account automatically?

Or have User #2's level be set to whatever User #1's is at each login.

Not sure if one of those is a better approach than the other.
