Solved... most of it was related to cookies (or maybe browser caching), so needed to close and reopen browser whenever testing a new login role.

Some possible plugin conflicts were also identified (still investigating that part).

Pages with page level protection (granting access):
http://finalbalance.com/members/ (page ID11, requires level0, can access as level1)
http://finalbalance.com/listings/submit-listing/ (page ID49, requires level1, can access as level1)

Pages with page level protection (blocking access):
http://finalbalance.com/members/my-account/ (page ID42, requires level1, can NOT access as level1)
URL redirects to 'membership options' page (non-member page) with this url:

http://finalbalance.com/listings/search-listings/ (page ID51, requires level1, can NOT access as level1)
URL redirects to 'membership options' page (non-member page) with this url:
