Solved... most of it was related to cookies (or maybe browser caching), so needed to close and reopen browser whenever testing a new login role.

Some possible plugin conflicts were also identified (still investigating that part).

http://finalbalance.com/listings/search-listings/ (page ID51, requires level1, can NOT access as level1)
