When someone who isn't logged into your site tries to visit the Login Welcome Page, s2Member will redirect them to the Membership Options Page (WP Admin -> s2Member -> General Options -> Membership Options Page).

The Membership Options Page is where you describe your membership levels and offer a way to signup. If you have s2Member Pro and you want to offer free registration, you can create a Free Registration Form on this page. Otherwise, you can use a PayPal Button (WP Admin -> s2Member -> PayPal Buttons) to offer access to a specific membership level.

After registering or purchasing access, your members would need to visit the login page (http://example.com/wordpress/wp-login.php) to login, and then after logging in they would be redirected to the Login Welcome Page. From there, you can point them to the various pages they should have access to.

Non-logged in users, or logged-in users who don't have access to a page/post that you've protected (using WP Admin -> s2Member -> Restriction Options, or the s2Member widget on the edit page/post screen) will be redirected to the Membership Options Page by s2Member, not the login page.

Where are you expecting to see the login menu?

If you're using s2Member Pro, you can add a Login Widget to a widget-enabled area on your theme, but otherwise you'll need to point people to http://example.com/wordpress/wp-login.php to login.

If your theme supports custom menus, you can add a "Login" menu item that points to that link by going to WP Admin -> Appearance -> Menus -> Custom Links. If your theme doesn't support custom menus, you'll need to edit your theme's header.php file and add the link manually.
