Thanks for reporting this important issue.

But once the registration link get enabled, user registers himself and creates his own blog (like a site admin in multisite). But once the blog creation is done the registration link still remains enabled forever in the same browser, until the browser cookie is cleared. As a result, a single person can create as many registration he wants and with that he can create unlimited number of blog.
Once a Customer completes registration, the paid Transaction and/or Subscription ID is stored on their account, nullifying any future registrations made possible by s2Member. Therefore, s2Member does not allow the same Customer to create multiple accounts and/or blogs with the same Transaction and/or Subscription ID; regardless of whether cookies remain in the browser, or not.

If this problem continues, please post us a screenshot of your s2Member -> Multisite (Config) panel please. We'll be happy to review that with you. Also, have you purchased our Network Support?

Yes I also thought the same way. I used Facebook and Twitter Connect plugin. But uninstalling those does not solve the problem either. I have Buddypress installed in my site but that works only for sub-sites. The picture is as below.
Main Site: No Buddypress and s@Member controlled registration.
Sub sites: Buddypress without s2Member
Can that be a problem?

Could you try disabling all other plugins to see if that fixes the problem? It sounds like this could be related to an incompatible plugin.

I have a multisite environment where I am trying to make s2member work. I am using paypal sandbox for payments. I am trying to make the registration process payable through s2member. So once the guest visit my multisite, registration is disabled. he has to make payment in paypal first, then the registration link gets enabled.
All are fine in this process. But once the registration link get enabled, user registers himself and creates his own blog (like a site admin in multisite). As a result, a single person can create as many registration he wants and with that he can create unlimited number of blog.
I have checked in normal wordpress environment (without multisite) it works fine. Once a single registration is done, the registration gets disabled again. This problem only happens for multisite.
I have configured s2member for multisite and customized the maximum number of blog for any roles as 1.

Any idea on this will be really appreciable.
