paypal button not linking to paypal.com/UK/cgi

I've had this problem before but the posts don't show up. It was quite a while ago.

I've set up S2 for this in the way I have for several sites. But the buttons result in a general error message at paypal which offers no information. But I note that the error is being thrown by the american url not the uk one. It just isn't finding the paypal account.

Any suggestions
