Pro-form doesn't send user to success URL

I've noticed that when someone purchases membership through the proform, and also creates their account at the same time, it doesn't forward the user to the success URL.
It DOES if they already have an account, but not if they don't.
Is this an option that I need to change, or an issue with the code, or a feature that just isn't implemented yet?
