Custom Page Style in Paypal?

Viewing the video about Paypal buttons, Jason mentions Custom page style in paypal. I keep looking in Paypal, and even making a search and i cannot find where to get such a Custom Page Style. Anyone can direct me? Unless it is not available anymore? or named differently?

Paypal has always been a pain to navigate. Once it took me an hour or so to find a phone contact for an urgent matter (i think it was changed since)
