Block all except sign-in and sign-up pages.

I did some searches, and couldn't find exactly what I am trying to do....so, here goes...
I know you can block the entire site and automatically redirect unauthenticated users to the "Membership Options Page" with a "/" in the URI Restriction. However, for the Membership Options Page I redirect to a "sign-in" page, not a "sign-up" page.
This works just fine, however, on the sign-in page I want to include a link to the sign-up page, however because of the very broad URI restriction, going to the sign-up page redirects to the sign-in page.
How can I lock down my entire site for unauthenticated users and force them to a sign-in page as the default redirection, while also allowing access to a sign-up page? I know there are ways to put both on the same page, but I would like that to be a last resort option.
