Activate account email asks user to provide activation key

Hello,
I have a situation where a new user receives the email that states to "To complete the activation of your account please click the following link: " and when the user clicks the link is asked to enter an activation key instead of taking them to the login welcome page?
fyi I just modified the login welcome page options to redirect to a separate page based on user level.

any help?
