Upgrade account / level form

Is it possible to create a modified form with the pro plugin if people upgrades their account?

For example,
At lvl 1 it isnt required to fill in your adress,
but for lvl 2 it is required to fill in the adress and phone number (of sending newsletters to the members)

Is it possible to do this?
