I'm wondering if you could advise me as to where to investigate to fix this problem: I set up s2member diligently, but when my first member joined, the PayPal payment processed, but the new member contacted my saying they didn't get membership access. I see indeed that they did pay, and looking into the Users section in Wordpress, indeed they are not listed.

Could you kindly suggest the specific settings I should investigate to correct this so that when future members join this problem does not reoccur?

I've had this same thing happen to me as well. Not every paid user - but there have been 2 so far that I received payment notification from PayPal - but the user was not listed in the S2 users lists.

I know there have been times where I get the "fatal error out of memory" warnings on my site, so I wonder if those users experienced that and it caused a hiccup in the payment/registration process.
