Manual User + 503 Error

I manually added a user, and simply made them an S3 level 2 user. Did not fill in any of the s2 custom fields.
Now that user cannot access the account from the loging screen. They consistently get:
503: Service Temporarily Unavailable
Too many IP addresses accessing one secure area!
Please contact Support if you require assistance.
Do I need to fill in some s2 field with some value to avoid this?
