I found a topic about this, but I have a few additional questions.

First, I don't think I entirely understand its purpose/function. Second, I have no clue what to put on the page itself (Codes? Forms? Text?). Third, do I have to have my PayPal buttons before I can set it up?

Any help would be greatly appreciated!

Well, basically the Membership Options Page is where someone is taken to when he tried to load a page he didn't have enough access for. In the Membership Options Page you can put whatever you want, but it's appropriate to give the options he has, free or paid, with link to register or button to pay, to gain access to the restricted content.
