After Membership Level 1, we want to have a Philanthropic Membership option where guests can donate for instance $250- $500 for Level 2 and $500- $1,000 for Level 3. How do we set up the PayPal button for people to specify the amount they wish to contribute?

The short answer is you can't, at least not yet :-)

aaacguest, you could use drop-downs with the ammounts in increments of 10, or 50 dollars, between the two ends of the range. Or a text input field for the person to type it, but will need JavaScript to validate the ammount is above the lower limit.
