Upgrading Subscription Problems With Paypal's 20% Rule

I'm having a pretty big problem.
My members currently pay £4.95 a month to access level 1 on my site.
I have decided to offer a yearly option for £44.
Now I haven't launched this yet as I can't offer current Level 1 members the upgrade to yearly payments as Paypal only let you increase a recurring payment by 20%!
I've tried a modification button and it let's users go through the process but if they click 'Save' to save the new profile, they get the 20% error message.
I don't think it's an option I can actually offer now as it's not very fair to only offer a yearly option to NEW members. I need to be fair to existing, loyal customers too.
Any idea?
I use Paypal Standard Payments, but wonder if this is something that pro and pro forms could solve?
