Unrestricted PDF Display

I am trying to provide access to a Sample PDF that anyone who accesses my website can view from the browser.

I have figured out how to view a restricted PDF inline, but cannot seem to solve the unrestricted issue.

Forgive the simple question, I am not a programmer.

Any help would be very much appreciated.

So you want to have a link to an unprotected PDF and have the user download the file? Is that it?
