Is there a way to get the URL to the PayPal button that the settings create? I'd like to use it in a template page I have, but the button needs the URL instead of the PHP code...

Sure, you can use the output attribute for the shortcode. WP Admin -> s2Member -> PayPal Buttons -> Shortcode Attributes -> output
