Okay, so on level 1 users, I've restricted them from any of the wp-admin pages but how then can they create a new blog post without using the wp dashboard area?

You'd have to study WP capabilities and edit their role to have the right ones to post.

Cristian, does the s2member version have any of that built in? So that a level 1 member can create posts?

No, s2Member doesn't deal with that.
