Is there a way to set s2Member up to charge monthly, and give someone access to the next level upon each monthly charge?

You mean that with each month of recurring billing the user goes up a level?

Yes, exactly.

I believe that's not possible though what you could do is that you give the users the modification button from the minute they pay to the next level, and so if they want they can stay in the same level or give them the chance to become a member of the next level, of course they would have to pay for each new level.
