Refreshing Unique User IP Restrictions

Is there a way to reset one user's ip restrictions without refreshing all the members cache and ip logs?

Yes, you can go to his profile page and reset it just for his account from there.
WP Admin -> Users -> All -> Edit user -> Reset IP RestrictionsI hope this helps.

I changed a member from level #1 to level #3 but the user is saying they are not able to download the upgraded number of items. Is there a way to make this work and/or is there a way to refresh an individual download option restrictions?
