Is is possible with sMember/s2Member Pro to set up "Public" profiles? For example, another user would be able to view a subset of another user's profile information...

This is possible if you run s2Member together with BuddyPress. But no, sorry, this feature is not integrated solely into s2Member yet. BuddyPress WILL get you there though. See: viewtopic.php?f=4&t=6505&p=20121#p16089

Or, you can use the get_users() function to construct your own membership directory.
