s2 Member Pro - Paypal Buttons Alll Broken

My PayPal buttons are broken. I have triple checked all my PayPal settings in s2member and in PayPal itself and they are all correct. However, when I use the button shortcode I get this error:

We cannot process this transaction because there is a problem with the PayPal email address supplied by the seller. Please contact the seller to resolve the problem. If this payment is for an eBay listing, you can contact the seller via the "Ask Seller a Question" link on the listing page. When you have the correct email address, payment can be made at www.paypal.com.

If I do not use the shortcode and I use the "Resulting PayPal® Button Code" that s2member provides i get this error:

The seller accepts encrypted website payments only. You cannot pay the seller through un-encrypted buttons. Please contact your seller for more details.

This makes no sense as I have complete all the required steps in s2member and allowed encryption. It seems s2member is NOT encrypting my buttons.
If I turn encryption off in PayPal the "Resulting PayPal® Button Code" work BUT the shortcode still produces the same error.
What is going on?
