How I can send emails to level0 or level1 members?

If you used s2Member's integration with list servers and have each level in its own list, then you can do it from the list server. http://www.s2member.com/api-list-servers-video/

s2Member doesn't provide a mass mailing feature to WordPress, though. Have you search for plugins that do this? Maybe one of these:
