MultiSite + Custom Capabilities Site-Wide

Hi guys! Thanks for this amazing plugin!

I'm trying to achieve the following: create 4 custom capabilities to restrict some menu items on the backend. I know I can do this via Level 1 -> custom caps, but when I went to a user's profile and wanted to assign a new ccap it said "Just for THIS blog".. which kind of missed the point. My potential users (website is not live yet) will be abel to create a blog (w/o paying) and have a restricted backend panel (i.e. no links manager or pages) and depending on the amount of content they produce and comments they leave on other's blogs (metrics in between) they get rewarded with a new menu item, say "Pages -> Add / Edit". I also want to provide regular subscriber level so they can comment on the entire network.

Is this possible? Any tip on how to achieve this? I'm glad to pay you a beer if this is within your skills!
