We have s2Member Pro and want to know if there is a way to have all post / page content viewable to all (registered and unregistered) but only allow commenting if you are registered and logged in, even at the base free level?

You can do that within WordPress I think.
Check under WP Admin -> Settings -> Discussion, there should be a setting there "Users must be registered and logged in to comment", just make sure that's checked.
