Notify email to new members on failed PayPal payment?

We're using the Pro version of s2member, and all in all, it's great - superb functionality and rock solid reliability!
We're using PayPal Pro Forms for our paid membership level, and one issue we are having is that on occasion, if a user attempts to buy membership but the transaction fails, what happens is that they get downgraded to the free membership but are not notified that the payment fails by PayPal or by s2member.
As a result, they login, realise that they've not been upgraded, and email us to say they've paid but have not been given the correct access. Usually when we tell them that their payment failed and they'll have to try again they don't bother - I guess it must be pretty frustrating!
So - how come s2member doesn't send an email out to people when their payment fails? And is there anyway to hook off the IPN message that PayPal must return to s2member to send the user an email without hacking core?
