Is there a way to transition a user to a different MailChimp group on the same list when, for example, their membership level status changes (due to membership expiration or upgrade)?

I would like to have a single MailChimp mailing list with members separated into groups corresponding to their membership level.

Yes, you can do that from WP Admin -> s2Member -> API / List Servers -> MailChimp and Automate. Read the descriptions in those.
