I setup level 1 to page. but anybody cant see this page.

I already type page id into the page access restrictions Level 1 or Higher

But, Guest access cant see this page.

How can I fix to it?

Does your 'Guest' have Level 1 access? If you restrict a page to Level 1 access, then only members with Level 1 access will be allowed to access that page.
