I'm having a hard time understanding how the IP Restriction transient is created. I have a client using s2member and wants to clear the IP Restriction for a particular user. They claim that they have removed the user and readded them (with the same username).

If someone can shed some light, I'll create a patch that allows administrators to clear the transient for a particular user in the user-edit screen.
