Change user access Level

I'm sure this is easy but I can't find how to do it. Can some assist?

I'm trying to manually add someone as either a Level1 or Level2 member but don't have a live site running yet (it's being developed on a local server). Is there a manual way for the admin to transfer member levels without having to do something with PayPal? Thanks in advance!
