If I have set S2Member to accept the - for example - Level 1 members to create 2 blogs and then they build those blogs for some time, then after a few months they decide to quit membership (reached EOT), thus they become a free subscriber, where in this level the limit is to only have 1 or even 0 blogs.
The question is, what will happen to their existing blogs? Will they still be viewable by public?

As I understand it, At the eot the user will auto downgrade to a user level 0.
S2Member does not appear to make any changes to the WP blog.

So any blogs writen by members prior to EOT should remain intact. Or
to put it another way, it is just the same as downgrading a WP contributor
to a subscriber. They will not be able to create any further post but the ones
already submitted will stay inplace.
