Site like Primo Themes users access level

Want a simple site the general public can come to browse (whatever) and limit access to specific post/pages as I've read and viewed in documentation and video. Don't get it. Installed the plugin. Configured the pages. Changed Open Registration/Free Subscriber to "Yes". Tested and receive the Login Welcome Page on the home page but can get to all other pages. Disabling for now and moving on to another project but really think this is the way to go. Congrats on such a good job.
Hoped for flow:
1. Anybody can view the site. Completely optional to Login/Register
2. Member level can receive newsletters. Join business listing.
3. Whatever comes to mind.
