Clear cache at designated time

My question - I have a website on which I display a weather forecast in a widget. Is it possible to set the cache to clear at a designated time of day according to local time. This would work beautifully for a web site (restaurant) where content does not change often but where the weather forecast should be up to date. I could then set cache clean for 1 a.m. which would not affect any visitors.
