Creating Multiple Packages on same level with Categories IDS

I need help understanding how to use Custom Capabilities with Category IDS. Basically I have 2 categories on the same level. I know that I can use the category restriction panel to restrict on a specific level. What I'd like to do is Allow access to one category and no access to the other and vise versa. So in the end I will have 2 packages on this level giving access to one category per package. And if I upsell, then I will have another package containing both categories on a higher membership level. Is this possible?
