how to upgrade between plans

I'm trying to figure out how to upgrade and downgrade between the following:

one plan that is $2.99/month and another plan that is $29.95/year. They are the same functionality, just a price break on the yearly plan.

Also, how best to handle page access restrictions with these two options.

I've been thinking about this some more. I guess basically, I am staying at Level 1, but 2 different payment plans, monthly and annual. So downgrade/upgrade, I'm thinking that I need to choose Level 1 Modification, upgrade/downgrade to Level 1 even if a user is currently at that level. Am I thinking right there?
