New install of s2 today, and the phrase "password strength indicator" is showing underneath the password fields on existing forms, but there is no functionality. The wording does not change as passwords are typed and confirmed.

This sounds like a JavaScript problem, and it may well be related to your coupons problem mentioned in the other thread. Watch the video I pointed you to there and see if you can spot the conflict to fix/avoid it.
