I'm just testing s2 for the first time, and I've got my wordpress admin account only. when i go to browse users, and i want to set my admin account to be one of my membership levels, in my case level 1. so I check admin, then set change role to "name of level 1" it says The current user’s role must have user editing capabilities.

How do i give administrator that?

You can't change your administrator account like that. To test how a Level 1 user views your content, you should create a test account, set it at Level 1, log out from your admin account and log back in with the new test account. WP Admin -> Users -> Add New
