PayPal Pro Forms AMEX with Rome, Italy address

Hi Jason,

An italian AMEX fails with the following message, seemingly due to absent or invalid "State" field in the billing address:

The customer tried leaving state/province field blank as well as trying "Rome" in both the city and state/province fields.

One gentleman suggests using the country code as the state/province value, but I'm skeptical:

Confirmed that Country code IT is not a valid state/province value.

This post suggests Italian use "the two-character province abbreviation (ex.: GE):

Just had the customer try again using RM for State/Province and still get:
Error# 10711. Invalid Data. There's an error with this transaction. Please enter your state in the billing address.

Using "Roma" in the State/Province field also produces Error# 10711.

Update: She was able to successfully transact using "Roma" in the state field. Not "Rome," but "Roma"

Perhaps it makes sense to dynamically pre-populate the state/province list upon country selection, so that we're exposing only valid options?
