User creating multiple sites... has to register again

I am doing testing and allowed one user to create 3 sites... They first signed up for the free account as member and 1 site... I manually added 2 more sites for this member in his user profile....

He now has a tab to create new site but it takes him to the page to create a site but also has the registration form above that?? they should not have to register twice plus if they try to , it wont let them with the same email..

anybody know how to fix this?
