I'm a tad confused about this.
I went to the same links provided and I keep coming back to this page:

1.) Add/Edit API PERMISSIONS or
2.) View API CERTIFICATE.
API Permissions takes you to a page that allows you to add 3rd Party Resources, such as an external website to paypal (like mine), but its looking for a validated API such as godaddy or google, not lil ol me.
Viewing my API Certificate in this case, hmmmm well I can download it. And its quite a nice bit of encryption. However, its not what we're looking for is it, no its not.
Hmmm, now gosh, where is the ability to create an API Signature here...Hmmmm, gosh I wonder ?

https://cms.paypal.com/us/cgi-bin/?&cmd ... 84E30I30RO), which you have to admit doesn't answer the question of WHERE IS YOUR API SIGNATURE LOCATED ??? and is just a little long in the tooth, but quite an interesting read on API basics and why SOAP is necessary....but again, DOESN'T ANSWER THE FRAKKIN' QUESTION...SO again WHERE THE FRAK is the damned thing ?!?!?!?!?!?
Pardon me but I've been at this for about 4 or 5 hours and still not getting anywhere....
