Paying out members

One thing that I haven't found in the documentation is the ability to pay out members.

I found this old thread that kind of referred to this:

We want to accept payment for a service and then payout certain individual members.
This is not necessarily the same as affiliates.

Can s2Member handle that? If so, whereabouts in the codebase should I be looking at?
